Blue Hills Neighbourhood Activity Centre (2011)

The Cranbourne East Precinct Structure Plan (May 2010) provides a comprehensive framework for future land use and development in the Cranbourne East area.  The Structure Plan set out a recommended network for future activity centre development.  Within this context a local centre at Morrison Road was recommended by Council as a small neighbourhood activity centre to be anchored by a supermarket generally not to exceed 2,000 square metres gross leasable area (GLA).  Notwithstanding this general provision Council has indicated that a floorspace limitation up to 2,500 square metres GLA could be applicable if a street based / externally faced activity centre was to be developed with high quality urban design.

The consultants for the applicant have put a proposal to extend the supermarket to 3,200 square metres GLA.  In support of this they have put forward a revised catchment.  Council is now seeking an independent peer review of the proposal to provide considered professional advice as to the need, sustainablility and effect of the proposed supermarket development at 3,200 square metres GLA.
